Beat together the butter and sugars. Add the whole egg, egg yolk, vanilla, and orange zest, then beat again.

Sprinkle the flour, cocoa powder, baking powder, baking soda, and salt, then beat. Add a mixture of milk and vinegar, then beat.

Scrape the batter into a prepared pan. Bake and let cool. Meanwhile, make the frosting.
