Combine the ingredients for the crumb mixture. Pinch together, then set aside.

Beat together the oil and sugar, followed by the salt, egg, cream, and vanilla. Sprinkle the remaining dry ingredients on top and fold.

Scoop some batter into the muffin cups. Add some crumb topping, and divide the rest of the batter among the muffin cups.

Sprinkle the remaining streusel on top. Then, bake and let cool.
