Into a bowl, pour milk. Add vinegar and let sit.

In another bowl, sift together flour, cocoa powder, baking soda, and baking powder. In another bowl, whisk together canola oil, vanilla, and brown sugar.

Add dry ingredients to the oil and brown sugar mixture in 2 batches, alternating with the milk mixture. Whisk.

Divide batter between the 4 muffin cups and bake. Let cool. Make frosting and refrigerate. Frost cupcakes with the chilled frosting.
